I received fullest cooperation and guidance from Honorable Chairman Maj. Gen. Dr. R.M. Kharb AVSM, Honorable Minister and officials of Environment & Forest Ministry, Concerned Ministers & Officials of different States, Officials & Staff of Animal Welfare Board of India & love, affection, cooperation, support & Guidance from Honorable Vice Chairman & Co- Members in successful working. I could serve the assignment with best of my ability, but in turn antagonized with some very powerful, so called messiah of animal welfare, good orator but jealous personalities.

As In charge Karnataka & Kerala Regional Committee I was directed to carry out number of Inspections of AWOs. I gave genuine & factual reports free from any influence. In this course, where ever , I found closed, defunct organizations & misuse of Grant & Central Government Schemes. In this process report on PFA Trivuananthpuram, PFA Bangalore, PFA, Hubli, PFA Mysore were also submitted.
In case, I have been provided Government Guest House orGovernment vehicle, it is saving Board or to theGovernment. More over, whether the persons, who aregenerating these allegations, are not getting these so कॉल्ड favors. I feel, I travel in better Car and stay in better होटल्स in my personal travel.

5. Attending function without invitation I attended ABC program meeting in Earnakulam though I was Guest of Honor, I went in my own Car & did not stayed in Govt. provided accommodation still one fellow member alleged that I attended the function with out invitation asked for Car & accommodation. In fact those Honorable members actually, were provided accommodation and vehicle. Of course, after I sent the copy of Invitation and proofs, these fellow members had to shut their mouth.

6. Calling Media to get photo and lime light What reply shall I give? In public life, can we avoid Media?If we speak worthy matter certainly, there will be more coverage. I am great full to Print & Electronic Media who gave such importance & covered me thanks to importance of issue and thanks to AWBI.

First of all, I would like to congratulate you for the successful conduct of the General Meeting of the Board. The meeting was a well attended meeting witnessing the presence of 4 Members of Parliament, ex-officio Members from different Ministries / Departments, Invitees, Board Staff and officials and fellow Members. Deliberations made during the meeting would go a long way in serving the speechless animals and enhancing the activities of the Board under your able leadership. The decisions taken and resolutions passed in the meeting, I am sure are bound to bring more quality, efficiency and transparency in the working of the Animal Welfare Board of India. I would like to convey my special thanks to Hon'ble Vice-Chairman, Dr. V.N. Appaji Rao also, who also contributed a lot with his technical expertise and experience on numerous subjects the Board came across during the deliberations.

Sir, as your good self is aware that, on your directions, I have been contributing to the welfare of the speechless animals to the fullest of my capacity and caliber and even by putting my own personal works at a stake. During fulfilling one of such my assignment assigned by the Board, I even suffered life attack during the occasion of inspection of slaughterhouses wherein my vehicle suffered a heavy damage. However, with your blessings, I could escape the attack and could complete the inspections and furnish the reports well in time.

Sir, you know that, I have never step-back from any of the assignment entrusted to me by the Board. Moreover, I have been spending my own time and resources to accomplish the task given to me, be it the inspection of slaughterhouses in Karnataka & Kerala or stopping the mass killing of dogs in Kerala and Karnataka or streamlining the office system of AWBI or be it any assignment for welfare of staff. But, despite best efforts made by me and despite showing best results, I am sorry to say that I continued to face humiliation and disgrace from Hon'ble Member, Smt. Maneka Gandhi, MP (LS) for the reasons best known to her. She has been doing so since the day I became the Member of the Board, But I had ignored her just to save her and the Board from any inconvenience and also because I wanted the work of the Board to go on without any stumbling blocks. But during the recent meeting, the Hon'ble Member crossed all the limits of humiliating me and that too in the presence of the full Board wherein even representative of the Ministry were also present.

Your good self can imagine that how embracing it would have been for me, when such allegations were levied by the Hon'ble Member against me. Sir, I do not want to repeat the whole incident as your honour were present there. But for the sake of record, I would request you to kindly recollect that when Board was discussing Donation and contribution item, I offered Rs.51,000/- Donation for Goshalas which was received with round of applause by all Hon'ble Members present except by the above refereed respected Member SMT. Maneka Gandhi. Her derogatory remarks " Mr. Mittal- Whether this contribution is out of BRIBE received in Kakkur cattle race", had put me in a shock and in an absolute embracing situation. This slanderous & disparaging accusation was made directly naming and against me in the open Board. The same false remarks were repeated loudly despite my explaining the true position of the happenings. She also alleged that she has the photographs which proves that the cattle race was inaugurated by me in Kakur to which I objected and requested her to produce the same in front of the Board. But, instead of doing so she kept on repeating the same allegations.

Sir, You would kindly recollect that these allegations against me were levied against me by the Hon'ble Member around three months back also, on which Your honour had sought my comments. The matter was then even examined by the Executive Committee of the Board in its 102 nd Meeting held on 12-13 March, 2007 at Chennai and the Executive Committee of the Board had decided as under:
"Shri S.K. Mittal, Member, AWBI visited Ernakulam to witness and to take proper action on Kakoor Cattle Race on 25.02.07. He submitted a report to the Board on 26.02.07. The Chairman

brought to the notice of the EC Members an E-mail sent to him byMrs. Maneka Gandhi, MP and Member, AWBI and Mr. Yohannan Jose. Mr. Mittal's response to Mrs. Maneka Gandhi's e-mail was examined in detail by the Executive Committee
The Executive Committee unanimously concluded that the allegations lavelled against Shri S.K. Mittal were totally baseless, unfounded and unwarranted and that no further action is required for the present " .

Hon'ble Chairman may please note that even though the allegations levied against me regarding the Kakoor cattle race were already examined and rejected by the 102 nd EC as being baseless, unfounded and unwarranted, Hon'ble Member raised the same issue again even after the confirmation / ratification of the minutes of the 102nd EC Meeting by the full Board. Does it not tantamount to dishonoring the prestige / status of the committee of the Executive Members of the Animal Welfare Board of India.

This uncalled for and unparliamentarily behavior of Smt. Maneka Gandhi, I suppose had disturbed even other respected Member of the Board also, as you would have also observed Shri Rabindra Kumar Rana, MP (LS) walking out of the Meeting room showing his displeasure at Smt. Maneka Gandhi's conduct. I had seen similar expressions of displeasures on the faces of other Members also.

Hoping, you fully agree with what I had pen down above, I am continuing to vent my grievance further. The ill remarks made openly criticizing me would also have been recorded by the Steno as well as by the Secretary in their notebooks and would also have been recorded in the audio meant for recording the deliberations of the meeting. The slanderous and scandalous remarks meant to defame, malign, tarnish, damage and destroy my name, fame, goodwill, status & reputation in general and as an animal lover more so as the Member on the Prestigious Board of AWBI.

She has committed both civil and criminal defamation liable for damages & prosecution liquidated damages of unlimited amount. I have suffered mental agony for which I would request your goodself to initiate a suitable defamation suit against Smt. Maneka Gandhi for a claim of Rs. 5 Crore and on receipt the same amount shall be kept as a corpus fund and income from the same shall be utilized for the service of speechless animals.

I hope, you would accede to my request and render justice to me by initiating legal action as suggested above against Smt. Maneka Gandhi, which would be put such persons with malicious intention under check and would prevent further recurrence of humiliation to the incoming Members of the Board.

9।Broker of Meat Traders A false allegation to tarnish my image as a Gau Sevak. , I
am not a orthodox, vegetarianism propagator though I am pure Vegetarian and can not eat even onion & Garlic. If, s would had brokered for them, I would not had faced life attacks on me. Certainly. I am no one to force my eating habits on others. Number of FIR lodged by me and court cases butchers are facing and illegal slaughter houses are closed. The day, I will scarify my life for this cause, that day perhaps butchers will celebrate Dipawali / Id.

10. Propagating the names with whom I have shaken hands Etc In my resume, I have mentioned that I got inspiration from Great leader Smt. Indira Gandhi & these words have become a point of jealousy for some one. Can't s draft my resume as per my choice

· In 1st Board meeting Charge of Karnataka & Kerala Regional Sub committee given.

· Addressed letter to all recognized AWOs of two States.
· Constituted State Sub Committees on 18.9.06 Started inspection as directed

Oct.06
· Inspected Earnakulam AWOs.
· Addressed media on illegal transportation of cattle and its results.
· High level action was announced by Kerala Government. Due to public awareness, illegal transporting of cattle
was restricted due to anthrax spread.
· TV Channel Malyalam Manorma did sting operation and exposed the trade. Kumli MLA raised the question in Kerala assembly as guided.
· Attended Executive Committee & Board meeting in Delhi. Visited Sikar, Salasar & Jaipur with Executive Member Sri G.L. Soni
· Visited Wynad AWOs & issued letters to Karnataka & Kerala Animal Husbandry departments about illegal transportation.
· Arranged Karnataka State Sub Committee meeting in the Animal Husbandry Commissioner’s Chamber on 31.10.06.

Nov.06
· Inspected AWOs in Karnataka & Kerala. Met Animal Husbandry Minister Mr. Divakaran and discussed strengthening of SPCAs.
· Cattle were seized in Ernakulam District by animal lovers.
· Attended Seminar on ABC in Ernakulam. Discussed the possibility of 1st Goshala in Kerala.
· Directions of Hon’ble Supreme Court to AWBIfor Inspection to Kerala & Karnataka Slaughter houses received.

Dec.06
· State governments were approached for providing list of slaughter houses and formation of inspection team.
· Visited Ernakulam to attend ABC operation commencement with Hon’ble Chairman.
· Made arrangements for the visit of Parliamentary Committee.
· Inspection was started from Karnataka .

Jan.07
· Inspections continued. Faced life attack in Mysore on 2nd Jan., 07. Proceeded to kerala on 4th Jan.,07 Completed inspection of Kerala Slaughter houses in association with Animal Husbandry & urban Dept. 11 out of 14 Districts were visited.
· To ascertain status of implementation of acts & Rules, took meeting in District Collector offices in many districts.
· Attended Animal for Asia conference in Chennai. Attended Executive Committee meeting & Staff Welfare Sub Committee was constituted
· Re started visit of Karnataka along with Addl. Director Animal Husbandry, officer of CUPA & others 24 out of 27 Districts of Karnataka were covered & at many District offices meeting of District officers attended. Met Principal Secretary Animal Husbandry for finalization of Report. Report was complied

Feb.,07
· Report on inspection of Karnataka & Kerala was submitted to Board on 7th Feb., 07 and was sent by them to Honorable Supreme Court of India.
· Pallkad Cattle Race was informed. Action was taken by contacting District Collector.
· Staff Welfare Sub Committee meeting was convened. Matter was discussed at length. Interviews were taken. Report prepared and submitted to Hon’ble Chairman with recommendations.
· ABC Pilot launching program was attended in Delhi & Gurgaon.
· Complaint of Camel slaughter in Chennai was brought to the notice of Hon’ble Chairman & Staff welfare Sub committee Report was discussed. Chairman asked to visit Chennai office every week to improve office working and nominated to Film Censor Sub Committee.
· AGAIN Cattle race at Kakkur was informed. District Collector was suitably requested and personally visited on 25th Feb.,07. Matter was reported to Hon’ble Chairman.
· Film Censor Sub Committee Meeting was attended.

Mar. 07
· Temporary Staff was given confirmation on the Report of Staff Welfare Committee. Sitting arrangement, different official system, Website, Film Censorship system was studied and was discussed with Hon’ble Chairman and improvement process started
· On directions from Hon’ble Chairman Chennai office was visited. Committee with Mr. Md. Saleem Aslam & Dr. Chinni Krishna was formed and all allegations against Mr. Ramaswamy were examined. Report was submitted to Hon’ble Chairman & Secretary Dr. Balasubramaniam was relived.
· Press conference at Chennai attended. Hon’ble Chairman’s Meeting fixed with Karnataka State officials & BBMP Commissioner in Bangalore.
· Mr.Rahul Saigal was introduced to BBMP and contract for ABC operations was got finalized .
· Film Censor Sub Committee meetings were regularly attended to avail chance to address office improvement.
· Inspection to Gulbarga, Bidar of Karnataka carried out.
· Executive Committee Meeting attended. All the proposed steps were discussed and result of different steps taken was seen and appreciated by Hon’ble Chairman. Before hand Agenda of the week was sent to office and to Hon’ble Chairman and also all the steps were pre and post informed to Hon’ble Chairman to avoid any confusion.
· Legal advisor Mr. S.R.S. Sundram was introduced to Hon’ble Chairman.
· Indian Embassies & High commissions in foreign Countries were sent communication on Board activities and requested to motivate Indian to route their contribution through AWBI

Apr.,07
· Meetings are attended in Chennai. Visited Indore, Mandsore, Ujjain and attended Goshala function and distributed grants to different AWOs. Addressed Mandsore & Indore District officials.
· Visited Ministry of Finance, New Delhi for Pension issue of AWBI employees
· Madhya Pradesh Doordarshan invited for shooting interview and recording was telecasted for30 minutes on Saturday, 20th April,2007 highlighting animal Welfare & activities of AWBI
· Visited Hubli to attend Hubli Panjrapole function.
· Cow Protection Force and Animal protection Force was constituted in the meeting. Visited Sri Ramachandrapur Mutt and attended Vishva Go Sammelan along with Hon’ble member Sri Mahinder Bum & Mr. T.G.K.Menan.
· Government of Kerala was approached for suitably addressing implementation of ABC Dogs Rules, 2001 and meting of Mayors is fixed by Principal \secretary Urban Development on 3rd May,2007
· Visited Delhi – discussed with Honorable Chairman different Schemes for the benefit of AWOs and visited Ministry of Non Conventional Energy, Ministry of Rural Development & Ministry of Environment & forest

· Visited Thiruanathpuram and addressed Meeting called by Principal Secretary, Urban Development . Inspected AWO at Panamana Ashram, Quilon & PFA Thiruananthpuram along with State & Corporation officials..
· Visited Chennai office to attend Film Censor Sub Committee meeting and to prepare Report after studying PFA File
· Inspected AWO at Puttur-Karnataka
· Prepared proposal for submission for Bio Gas & SGSY Grant Schemes.

June 07

Conclusion
· Inspection. There is no inspection pending in both the States. Reports were given on merit and where ever malpractice was seen adverse report was given irrespective of any party or politics. For example adverse report against VHP or PFA organization were given. There is growth in number of recognized AWOs in two states.
· Slaughter houses inspection report was submitted with in minimum time and was appreciated even by Supreme Court Lawyers.
· Cattle Races, Sacrifice, illegal transportation of cattle, Fodder problem, Dog menace, implementation of ABC (Dog) Rules, Legal cases addressed . Race Courses were asked to stop cruelty with success.
· Editorial Sub Committee : Always contributed with suggestions for articles and improvement . Given many articles relating to Animal preservation & protection.
· Media: Addressed many Press conferences in Karnataka, Kerala, Tamilnadu, Madhya Pradesh etc. Interviews telecasted on State & national level.
· Film Censor Sub Committee: Certification system stream lined. Accountability fixed. Format of Certificates improved. Involvement of Brokers restricted.
· Staff Welfare Sub-Committee: Need based requirement was assessed. Grievances of staff was listened and after examination their long pending issue of confirmation was addressed. Pension issue was addressed even by going to Ministry of Finance, New Delhi. Work was re distributed for maximum out put. Staff was trained for best out put.

· Sitting arrangement was improved and in this process 50% under utilized space was extracted.
· Visitor Register introduced
· Numbering machines at receipt and issue of post point introduced
· All old files where action is not pending are asked to place in numbered HDPE Bags with list of files and copy of list shall be with concerned clerk and coordinator.
· Noting system is introduced in files and all documents are asked to be numbered.
· Data base of pending files was made and quantum of amount required to serve these AWOs is calculated
· Data Base of Details of Legal files and cased was made
· Disposal of pending files was streamlined
· Time bound disposal and accountability fixed.
· Many other issues are addressed
· Application forms were improved by involving Honorable Members of different States as guide and helping hands to AWOs.

This not an end. Work is in progress. The Motto “Helping hands are more holier than speaking lips” is followed in letter and spirit. Road is unending Till the chance is given we have to travel
& I will not show my back to persons who pose confidence in me.

It is a Non communal, Non-profit making, Non political organization engaged in the welfare of speechless animals since last many years and instrumental in denting the burning problem of Cattle Safety.
¨ Mass awareness trial was made through Speech, Press, Meetings and direct actions. This movement has gained momentum and spread in Whole State. Action Plan was drafted and circulated in lakhs of animal lovers
¨ Thousands of Speechless animals going for slaughter was stopped, seized and cases were booked. Hundreds of trucks were seized and accused was convicted. Representations with facts were submitted at State level to Hon’ble Chief Minister, Home, Transport, Animal Husbandry, Agriculture Produce Marketing and at District level to Dy. Commissioner, AH&VS, Zilla Panchayat, R.T.O., Forest, Police, R.T.O. Civic Authorities etc. to awaken them up and to take the cognizance of illegal activities and cruelty to animals
¨ As gross ignorance of Rules and Acts were found even with concerned officials and as there are Chances of excess by GAU SEVAKS, due to lack of knowledge of Acts and Rules. After through study, AKGRS came out with ACTION PLAN & Basic Law information and 50,000 copies are distributed through out the State.
¨ Gau Raksha Samithi at District and Taluq level are under organized
¨ With efforts, Principal Secretary Smt. Malathi Dass IAS issued D.O. letter to all subordinate offices accepting that in last 35 years no work has been done in spite of being Competent Authority, and issued directives to curb the problem
¨ Police Department was reluctant to work on this issue, thanks to rigorous persuasion, senior Police Officials started taking action and booking Su - motto cases. Persuasion with A.P.M.C. Minister and Directorate brought required result in shape of Order Circular No. 33/99 to control illegal transaction at APMC yards
¨ Honorable High Court of Karnataka issued Stay under Karnataka Prevention Of Cow Slaughter & Preservation of Cattle Act, 1964.
¨ District Co ordination Committee has been constituted perhaps first time in Karnataka, which brought the issue to the notice of different concerned departments
¨ As close associate of AWBI CHAIRMAN during his visits to Karnataka he could raise the vital points in Animal Safety with Animal Husbandry Minister & it as was a mile stone in the issue when A.H.&V.S. & City Corporation officials took pledge to work for the cattle safety.
¨ Hon’ble Chief Minister promised to constitute Karnataka State Animal Welfare Board to co ordinate different Departments and to help cattle safety movement and assistance to N.G.O. in the State.
¨ Worked for involvement and Coordination among different Pinjrapole, Goshala, N.G.O. Religious institutions and Heads like Sri Sri Sri Shivaratrshwer Deshikendra Swami ji, Sri Sri Sri Balagangadharnatha Swami ji, Sri D. Virendra Hegede ji, Rev. Father Narona, Sri Firoz Khan etc.
¨ AKGRS President was sought by many Animal Welfare Organizations from Tamilnadu, Andhra, Maharastra, Kerala for interaction, guidance and address the meetings. AKGRS gained a lot by this interaction with new ideas and different type of problems.
¨ Due to rigorous efforts even Associations from other States like Tamilnadu, Andhra Pradesh, Kerala requested for the guidance and the result was seizure of Cattle in Coimbtore and in turn constitution of Coimbtore Animal Welfare Society ® and different Cattle Shelters in different part of Karanataka, Tamilnadu, & Andhra Pradesh
¨ In course of Public awareness work AKGRS came with idea of GORAKSHA & GOSAMVARDHAN Exhibition formation and a moving permanent exhibition was created with 70 Cut outs projecting, religious importance, Scenario in the State, Legal position, the result if these illegal activities are not
¨ stopped, How to stop, The Scenario after the Safety etc. This GORAKSHA & GOSAMVARDHAN Exhibition commenced its journey from Badami Dist. Bagal Kot and was inaugurated by Urban Development Minister Sri B.B.Chimankatti, Sri R. S. Patil M.P.(Lok Sabha) and Hallidkar Annadaneshwer Swami ji. at Sutur Mut by Youth Minister Sri S.S. Mallikarjuna &. Sri Y.K.Puttuswami Gowda ji M.P., at Vennur Mudbidri by District In charge Minister Sri Ramanath Rai ji ,
¨ Great Jain Saint Sri Kamal Muni ji arranged the display of the same on his Yatra Path at Raichur, Sindnur, Gangavathi.In Bijapur by Sri Basvaraj Patil Yetnal Union State Minister for Railways It has been placed at Mysore Pinjrapole, Bijapur, Gulberga and many other Districts. Millions of persons have seen this exhibition till now.
¨ AKGRS came out with GORAKSHA- GAGAR ME SAGAR Mr. Mittal’s books GORAKSHA- GAGAR ME SAGAR a book with information on Scenario, Problem, Result and Solution with different Acts & Rules was released by the Holy hands of Kanchikamakoti Shankaracharya Sri Jayendra Sarswathi Swami ji & other dignitaries
¨ With vast experience gathered during saving Animals from going to Slaughter houses Animal Safety Law Guide of Karnataka was written, compiled & published by Mr. Mittal Which proved to be a mile stone in CATTLE SAFETY MOVEMENT. ignorance of law and different effective ORDERS from Hon’ble Supreme Court of India , High Courts of different States on 27th Jan. 2002. This book is provided by to all Dy. Commissioners, Police officials Public Prosecutors and of Animal activists. Animal Safety Law Guide of Karnataka is accepted and quoted in valuable decisions announced by different Hon’ble Courts A material change in attitude is visible because of continuos representations, agitation’s, seizures meetings with different level officials. He is instrumental in saving life of thousands of speechless animals and also bringing respect and legality to animal activists.
¨ On the eve of Mahatma Gandhi birthday on 2nd October GORAKSHA JANAJAGRUTI ABHIYAN was flagged off by Hon’ble Justice M.F. Saldanha at Bangalore Press Club.
¨ Mysore City Corporation has constructed SlaughterHouse as per Hon. High Court Directions. Office of Dy. Commissioner was approached for suitable directions, which issued orders to Municipal Commissioner for stopping illegal slaughter in Municipal limit. Municipal Commissioner & Hon. Mayor were approached for the necessary action.
¨ Her Excellency Governor of Karnataka Smt. B.S. Rama Devi & His Excellency Sri T.N. Chasturvedi ji were appraised about the Cattle safety problems.
¨ Formation of S.P.C.A was the requirement and a landmark decision of Union Government. Mr. Mittal fully associated in the process of SPCA formation and Administration has nominated him VICE CHAIRMAN (Dy. Com Mysore being EX-officio CHAIRMAN).
¨ National Commission on Cattle Chairman Hon’ble Sri Dharmpal ji valued different suggestions on State and National level. Commission’s Report was printed in Kannada for mass circulation. Mr. Mittal was nominated as Karnataka State Sub-Committee member of Animal Welfare Board of India.
¨ As close associate of Mysore Pinjrapole Society- a 70 year old Animal Welfare Organization – tried to make the AWO Self sustaining and could change the dogma of orthodox sentiments against Bio gas plant, Artificial insemination, increase in the milking capacity by breed improvements. Result is that on one side number of rescued animals increased from less than 400 to more than 2500 in last few years. On the other side, Bio Gas plant is providing Electricity & cooking gas to all workers and income from Dung & Milk, wormy compost, Medicines has converted it in a Model animal shelter.
¨ Constituted Karnataka Goshala Mahasangh ® to assist 100 plus Goshalas of Karnataka & unanimously elected as President .
¨ There are many more activities at different levels and due to devoted animal lovers in all over the State. Today, AKGRS is remembered as source of information and support at all levels in the field of Cattle safety and preservation.
The Motto “Helping hands are more holier than speaking lips” is followed in letter and spirit. Road is unending Till the chance is given we have to travel. Work is in progress. Millions of speechless animals are calling for mercy, compassion & rescue from human cruelty. This not an end & long road is to cover.

Dt.06/08/2018 Chairman AWBI Vallabhgarh Respected Sir, As member AWBI Animal Transportation, Slaughter & Sacrifice  Inspection Committee and as per visits approved by Chairman AWBI in the meeting held in Board office on 25 th July, 2018, My self, Sri Kamalesh Shah and Sri Sudhirkumar Srivastava IGP BSF(Retd) were bestowed upon the responsibility of inspection and discussion with Chief Secretary and all Concerned State officials of Odisha, Jharkhand & Bihar States. Sri Kamalesh Shah though was very keen and gave his accent in the meeting but could not join due to his engagement in legal work to prevent Export of Goat & Sheep from India.
